Illinois Bill Would Shuffle Appraisal Board Responsibilities, Heighten Enforcement

Under a new appraisal bill introduced in the Illinois Legislature for the 2006 session, a person who violates certain licensure provisions for a second or any subsequent time would be guilty of a Class 4 felony. The proposed bill also sets forth additional grounds for discipline and adds a provision concerning temporary license suspension. It also adds additional education requirements for licensure and changes "associate real estate appraiser" to "associate real estate trainee appraiser." In addition, the Real Estate Appraisal Board would be renamed the Real Estate Appraisal Administration and Disciplinary Board. The authority to administer and enforce appraisal laws would be transferred to the Department of Financial and Professional Regulation, rather than the Office of Banks and Real Estate.
